Requirements depend on the approval scope, tests performed and voltage level. Typically, preparation checks electrical education, allocation of responsibilities, valid electrical safety certificates, knowledge of PUE, PTE and PTB rules, knowledge-check records and the ability of staff to explain the test procedure. For work up to and above 1000 V, relevant electrical safety groups are considered; depending on the role, IV or V group may be required.
According to the current version of Resolution No. 456, approval of laboratory technical competence is carried out by the Inspection for Control in the Sphere of Technical Regulation.
The term “ETL attestation” is still used by many clients as an older name for the process. In the current regulatory context, the relevant procedure is approval of technical competence.
