Basic requirements

4 conditions for obtaining ETL approval

1. Legal entity

The laboratory must operate on behalf of a registered legal entity or as a structural unit of an organization.

2. Competent personnel

At least 2 competent employees are needed, with assigned responsibilities, relevant training and readiness to explain how the work is performed.

3. Laboratory premises

Premises and test conditions must correspond to the declared scope of work, safety requirements and proper technical record keeping.

4. Equipment

Testing and measuring equipment must correspond to the declared approval scope, have verification/calibration and supporting records.

Turnkey documentation

Standart Consult prepares the documents for you

To obtain ETL approval, it is not enough to simply have a legal entity, employees, premises and instruments. Standart Consult takes this work over: we analyze your laboratory, identify missing documents, prepare a documentation package under Resolution No. 456 and O‘z DSt 3410:2019, prepare personnel for assessment and support the elimination of nonconformities until the laboratory is practically ready.

What the client receives

  • a list of missing documents and records;
  • an approval scope linked to equipment and methods;
  • logs, report forms and technical records;
  • documents on personnel, premises and equipment;
  • preparation for expert questions and support with nonconformities.

Step-by-step roadmap

How ETL preparation is carried out

1

Audit

We review documents, personnel, equipment, premises, declared test scope and current laboratory records.

2

Plan

We create a roadmap: which documents to develop, which records to implement and which nonconformities to eliminate.

3

Implementation

We prepare the document package, logs and report forms, conduct training and verify the practical readiness of the ETL.

4

Support

We help during and after the inspection: responses to nonconformities, corrective actions and document updates.

Common problems

Why ETLs receive nonconformities

In practice, nonconformities often arise not because of one missing document, but because of a gap between the documents and the real work of the laboratory.

For example: the approval scope is broader than actual capabilities, equipment is not linked to test methods, logs are not maintained, personnel cannot explain work procedures, and reports do not confirm traceability of results.

We check in advance:

  • equipment compliance with declared tests;
  • availability of methods, standards and technical records;
  • proper distribution of responsibilities;
  • maintenance of logs and reports;
  • staff readiness for practical expert questions.

Important distinction

ETL approval should not be confused with commissioning electrical installations

Approval of ETL technical competence

This procedure concerns the laboratory itself: approval scope, personnel, equipment, methods, logs, technical records and readiness to perform declared electrical tests are reviewed.

The regulatory basis of this page: O‘z DSt 3410:2019 and Resolution No. 456.

Commissioning or energizing electrical installations

This is a different procedure related to the customer’s facility and its electrical installations. ETL technical reports, protocols and acts may be results of laboratory work, but they do not replace preparing the laboratory itself for approval.

Practical answers for customers

Frequently asked questions about ETL approval

Which documents govern ETL approval in Uzbekistan?

The ETL approval procedure should be considered in line with O‘z DSt 3410:2019 and Resolution No. 456 of the Cabinet of Ministers of the Republic of Uzbekistan dated 28.07.2020, published on Lex.uz.

What is basically required to obtain testing laboratory approval?

Basically, the laboratory needs a legal entity, competent personnel of at least 2 people, suitable premises and testing/measuring equipment corresponding to the declared approval scope. Documents, approval scope, methods, logs and technical records are then prepared based on these conditions.

How to obtain ETL approval in Uzbekistan?

To obtain ETL approval, four basic conditions should be prepared: a legal entity, competent personnel of at least 2 people, laboratory premises and testing/measuring equipment according to the declared approval scope. The approval scope, documents, methods, logs and technical records are then prepared under Resolution No. 456 and O‘z DSt 3410:2019. Standart Consult specialists help with this process: from initial audit and document development to inspection preparation and support with nonconformities.

What personnel requirements apply to an ETL?

Requirements depend on the approval scope, tests performed and voltage level. Typically, preparation checks electrical education, allocation of responsibilities, valid electrical safety certificates, knowledge of PUE, PTE and PTB rules, knowledge-check records and the ability of staff to explain the test procedure. For work up to and above 1000 V, relevant electrical safety groups are considered; depending on the role, IV or V group may be required.

Which authority approves laboratory technical competence?

According to the current version of Resolution No. 456, approval of laboratory technical competence is carried out by the Inspection for Control in the Sphere of Technical Regulation.

What does ETL attestation mean?

The term “ETL attestation” is still used by many clients as an older name for the process. In the current regulatory context, the relevant procedure is approval of technical competence.

Is a technical report required to obtain laboratory approval?

A technical report, protocols and acts are results of performed measurements and tests or examples of technical records. To prepare the laboratory itself for approval, the key elements are the approval scope, documents, methods, equipment, personnel, logs, technical records and the procedure for reporting results.

How is ETL approval different from commissioning or energizing electrical installations?

ETL approval relates to the technical competence of the laboratory itself under Resolution No. 456 and O‘z DSt 3410:2019. Commissioning or energizing electrical installations relates to the customer’s facility or electrical installation and is not the procedure for obtaining the laboratory’s own status.

What is the difference between laboratory approval and accreditation?

Approval is usually related to permitting a laboratory to perform specific work within an established scope, while accreditation confirms the laboratory’s competence under accreditation system requirements and applicable standards.

How to develop procedures and logs for an ETL?

Procedures and logs must be linked to actual tests: who performs the work, with which equipment, according to which method, what conditions are recorded and how the result is documented.
